This meta bug is too general imho.
Since  https://cgit.freedesktop.org/libreoffice/core/commit/?id=3ca7be09834a26fbd1c371deabd7a58111092676, we use the same code for import and insert, thus, bug 88277 has been closed in favour of bug 88278, so now we have bug 88278 for import/insert and bug 111450 for export covering all SVG problems. Closing this to make things simpler
