Both in 5.1.3.2 and daily I saved two versions as xlsx: one done Cltr+A and one done Click left point. All the 4 files opened without error in Excel 2010. But file https://bugs.documentfoundation.org/attachment.cgi?id=125155 you provided, does give the error on opening. So possibly a difference between behaviour of LibreOffice on Windows 64 bits and Ubuntu 32 bits..

Also the original file does not contain conditional formatting.
