Smart quote marks in Hebrew and English

When tools>autocorrect>autocorrect options>localized options>single quotes replace is turned on (which it is by default in this version) the smart quote marks work fine in English (pointing inwards to the word), but in Hebrew, a Right-To-Left language, the smart quote marks point *outwards* from the word.

If you manually change the symbols of the quote marks in tools>autocorrect>autocorrect options>localized options>single quotes, they will work in Hebrew (point inwards) but be wrong in English (point outwards).

It seems there is no way to tell Libreoffice Writer to use a different set of symbols for different languages.

This bug seems to be related, but is not identical to this bug: https://bugs.documentfoundation.org/show_bug.cgi?id=88270

In attached file you can see how the bug looks.

An ODT for producing (something like) the screenshot from attachment 125224 [details].

And of course, this continues to manifest with:

Version: 24.2.0.0.alpha1+ (X86_64) / LibreOffice Community
Build ID: 516f800f84b533db0082b1f39c19d1af40ab29c8
CPU threads: 4; OS: Linux 6.5; UI render: default; VCL: gtk3
Locale: he-IL (en_IL); UI: en-US

But I'm sure I've filed something related to this myself at some point.

Very closely related to bugs filed later...
