FILEOPEN DOCX: Image on different page compared to ODT (and older LibreOffice versions)

Steps to Reproduce:
1. Open attached file (based on attachment 159801 [details] bug Bug 132310)
2. Export to DOCX
3. File reload

Actual Results:
Image on page 3

Expected Results:
Image on page 2


Reproducible: Always

2. Test your bug

4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
