Example spreadsheets in ODS and XLS format and screenshots of Cell format windows in Excel and Calc

In  LibreOfficePortable 3.3. (Russian is interface language, locale settings and default document language)  when saving spreadsheet in .xls MS Office 97/2000/XP format without any special cell formatting, number format code is set incorrectly which cause wrong format of number when file is reopen. 

- Create a new spreadsheet (or open existing, created using MS Excel, OOoCalc or LOCalc with Russian as default language).
- Add numbers in cells which have default formatting
- Save the spreadsheet as MS Office 97/2000/XP (.xls)
- Close it and reopen in Calc or Excel. Numbers are formatted incorrectly and format code in cell format dialog is shown as 'S"tan"D\aRD' in Calc and 'с"tan"Д\a\RД' in Russian MS Excel 2003. If to change it manually to 'Standard' in Calc or delete in Excel, number obtain normal formatting. (Spreadsheet files and screenshots of dialogs are attached)
- If to save as .ods and reopen in Calc, numbers look normal but format code is also strange 'StanDaRD'.

changed to state NEEDINFO for this reason. To move this bug from NEEDINFO back
