The only way to choose one of the options in the Navigator dialog is by using the mouse.  This violates common accessibility standards.

Not reproducible] with "LibreOffice 3.3.0 RC4 - WIN7  Home Premium (64bit) English UI  [OOO330m19 (build 6 / tag 3.3.0.4)]"

My test wit WRITER:
1. open new wirter document
2. <f5>    
   Navigator appears as expected. If you us Navigator undocked, 
   highlighted item is active, you now can selest  the desired 
   item with up and down key, in an existing document I was able to select
   existing items without problems. With undocked Navigator i always saw 
   it working in this way
   With navigator docked, it sometimes is a little more labor-intensive.
   Currently I can't see the pattern, sometimes it works as described before, 
   sometimes, the first Item in Navigator is highlighted, but arrow keys will
   not navigate in navigator, but move caret up and down in the document.  
   Currently I do not remember exactly, may be that only happened in CALC. Then
   continue with step 3.
3. Press <f6>, until caret is in Navigator
4. Press <tab> until interesting Item is selected
7. Use navigator 

So I can't see any bug. May be accessibility can be improved or Help might be misleading in some cases (pls see: Bug 33890 - DE: Help wrong for Navigator access), for such problems new Bug reports should be filed, if necessary.

Rainer,

I do not see the behavior your describe.  If I open a document and press F5
the first item in the undocked Navigator dialog is immediately disabled and
no use of the tab of cursor keys allows me to move to or among any of the
other items in the dialog.  (I see this same problem in OpenOffice).'

no doubt, your problem really might exist, but we need much more information - at least your operating system, a step by step instruction, may be screenshots and all other details you can read at the linked WIKI page. 

Please feel free to to reopen this Bur report if you can contribute requested additional information (and please no full quotes!).

Rainer,

My bad.  I did not read your first reply carefully enough.  I missed the instruction to press F6 until the focus moves to the Navigator dialog.  When I do that, the Navigator works as it should.

However, I cannot imagine why pressing F6 is necessary.  If I open the Navigator dialog, presumably I want to use it.  Why should I have to press F6 several times in order to be able to do that?

A last hint concerning your problem:
as I already wrote, in the situation I see in your screenshotm you have to press <f6> until you see that the color of the navigator window frame changes. Then you can move with arrow right key until bottom left icon will be active, <enter> will show or hide items.
