I haven't tested: http://www.windyweather.net/wp/2010/02/12/open-office-ical-importer/ but could a real import and export filter for .ics files be coded as a macro like that open-office-ical-importer? That would be relatively easy and nice :-)

As I've said in the duplicate bug 156872: I think the issue here is that it is not straight-forward to know how the user has structured the information in their spreadsheet to then export that into an ICS file... I assume it would have to be a guided process, asking the user which column goes where (start date-time, end date-time, description of event...).
