Removal of ATL dependency on Windows

Background: Advanced Template Library is used in LibreOffice mainly to wrap COM+ interfaces. But one can do COM+ programming using plain C and even in a more elegant way from plain C++. This task would mean to replace the ATL templates by a clean simple C++ code.

Skills: Understand ATL idioms, have solid notions of COM+ programming in plain C or C++.
