I have tried and can't block select a range of cells inside the function wizard using the shift-arrow keys. To reproduce just open the function wizard and select the FREQUENCY function. The select the DATA field and click on any cell. You should now be able to move around using the arrow keys and by using the shift and arrow key block select a range of cells. This does not work.

I guess this bug is no longer relevant.  In LibreOffice 5.1, the arrow keys in Function Wizard switch between arguments,  not between cells.

Could this report be closed?

You are misguided, this is about selecting a cell range with the cursor keys once the parameter input field is in reference input mode.

I'm not even sure if that is possible given that the input field is editable as well and can be travelled using the cursor and even portions selected with Shift+Cursor.
