It is a bug indeed
See http://wiki.documentfoundation.org/Bug_Submission_Assistant#Installation_and_maintainance where to start debugging.
Loic no longer active here, so reassigned to list Hi Rob, BSA still suffers from this problem as I learned submitting "Bug 62002 - BUGZILLAASSISTANT: Test Bug for odf attachments": I had selected my sample document, but forgot to write a description. Submit Button should become inactive if only one of both attachment input panes has contents until both have at least 5 characters contents. A red border or similar emphasis for the empty pane waiting for input would be fine.
It is checked now
