Try to take out a snap line off the rulers... you have to do it twice; overall, there's a problem in moving them out. Then try to move an existing snap line, you will have difficulty grabbing it.
@dE: Could you please give more information about the different steps to reproduce this issue. What do you mean with snap line?
They're also called guide lines. On the ruler, when you left click and drag from the ruler area to the drawing area, a dotted line should appear; this dotted line is called a guide line.
With 4.1.4.2 QT build, this doesn't work at all.
please post a screenshot or screencast did you try 4.2.3.3? is issue still there?

No problem for me to create and modify snap lines with version 4.3.1.0.0+ build at home under Ubuntu 14.04 x86-64. Set status to NEEDINFO.
