LOdev 3.6 uses the same "user"-folder than LOdev 3.5. But when LOdev 3.6 is installed, the existing file registrymodifications.xcu is deleted and replaced with a new, nearly empty file.

I see this on German WinXP.

Cannot reproduce: starting from a non-existing %APPDATA%\LibreOffice, installed LibO_3.5.6_Win_x86_install_multi.msi, started soffice, set "Tools - Options... - LibreOffice - User Data - Address - Company" to "foo", quit soffice, installed LibO_3.6.2.1_Win_x86_install_multi.msi, started soffice, checked that "foo" setting is still there, quit soffice, checked that "foo" setting is still in %APPDATA%\LibreOffice\3\user\registrymodifications.xcu.
