Set up a new impress file and edit the master slide. I have done major changes, but the bullets are not changed and it is not so intended as it should... (see screenshot + example document)

Set importance to major - high, because Impress is rather unusable...
IMHO it is a regression, because also visible in OO.org 3.0

Hmmm, could you be more specific? Your file seems correct in LO 3.5.2 under Ubuntu 11.10 (x86_64 with FR langpack).

Please open the screenshot. On the left side you see, how it should look lke. (The  bullets somehow seems to be an arrow from "Gliederungsebene" 1 to 3.
"Und sie sind auch auf der rechten Seite nicht so gut eingerückt"
Also if you campare the space between the right border, it is also different, because the "arrows" are bullets, so the bullet sign formatting is (somehow) ignored)
I hope this is clear now.

PS: Please compare the layout to the masterslides layout.
THAT in fact is the problem...

Of course I did. But you did not say what kind of changes you did on the master slide.

Your slide has the layout "Title Slide". Click on the layout "Title, Content" and your slide will look like the left side screenshot.
The style of the text area in your slide is "Subtitle" instead of "Outline 1" as it should be if you had really modified the right layout.
