On Win7 64 with 3.6.4.3 and French localization, I just opened a brand new file, copied pasted the 2 examples from Help and had the same results.
(=NO.SEMAINE("01/01/1995";1) renvoie 1
=NO.SEMAINE("01-01-95";2) renvoie 52)

Could you give a try to 3.6.4.3?
