Problem description: 

Steps to reproduce:
When i'm editing formala pop-up help message hides column headers.

Expected behavior:
Better way to show pop-up message is to show it at the lower level.

In order to limit the confusion between ProposedEasyHack and EasyHack and to make queries much easier we are changing ProposedEasyHack to NeedsDevEval.
