Deve: - did you uninstall previous LO version and install new one or did you try to upgrade? perhaps you should try the raw method: - uninstall previous one - rename (or delete if you don't need it) your LO directory profile (see https://wiki.documentfoundation.org/UserProfile) - clean your Windows registry with a free tool (eg: ccleaner) - try again to install the new version If it still fails and have some time, it could be interesting you give also a try to the pre release version (see http://www.libreoffice.org/download/pre-releases/)
Using raw method I had the same effect. I tried to install current pre-release and it installed properly and without problems. So bug probably can be closed.
