To insert an image as a background, I click Insert > Picture > From File... and select an image of a nice, subtle pattern for my budget spreadsheet.
However, my table is 536 cells long and growing, so the image ends pretty soon after I scroll. My current solution to this is to edit the image in Seashore and "manually" create a tiled mega-image of my original.
I was thinking it'd be nice if Calc gave me the option to tile the image, or perhaps to freeze the image such that it doesn't move with the cells as I scroll.
Inconvenience at most, but worth my time to write this enhancement "bug" out.

Confirm - sheet background is missing (but is an option in Excel 2003+). There is menu > format > page.. > background > set as "graphic" however this is only for setting page background at printing.

If you want to do more to help you can test to see if your issue is a REGRESSION. To do so:
1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3)
2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to "inherited from OOo";
4b. If the bug was not present in 3.3 - add "regression" to keyword
