When I open .doc and .xls documents as a user with read-only permissions to the files, i get an error box that tells me that the file is locked for editing by unknown user.  

When I open the same documents as a user with write permissions, it opens up with no error messages.

How is this incorrect? If you can't edit it, and the user only has read permissions - what would you expect?
