My HDD crapped out at work and what I got back from IT had a fresh copy of Windows 7 32-bit + obligatory Office suite. I ran into symptoms very similar to bug 69066 but with wider scope. In all, I had to terminate/quit 5 applications: Windows Explorer, Process Explorer, Free Download Manager, Thunderbird and Firefox to get success on the "verifying install" page. 

- This occurred with both 4.2.3.3 and 4.2.4.2 releases
- Enabling 'show icons, not thumbnails' per comment 12 of bug 69066 did not fix the issue (all but one attached screenshot was taken with this option enabled)
- User Account Control (UAC) was disabled before trying to install either release

I had no problem installing 4.2.3.3 on my old WinXP 32-bit workstation and I was able to upgrade the neighboring WinXP x64 workstation from 4.2.3.3->4.2.4.2 no problem. After closing all applications but the built-in Task Manager, including terminating explorer.exe, I was able to install 4.2.4.2 on my Win7 workstation. 

I'm opening a new bug because bug 69066 <quote author="Michael Stahl">is about LO bundled Explorer extensions to view thumbnails of various documents, which somehow prevents installation of new LO versions presumably because these Explorer extension files cannot be overwritten or deleted</quote> and that's not what appears to be wrong here.
