You can either go Tools -> Language -> For all Text -> More and set the default for the document to German or set a paragraph or selection to German and have the locale as English or set the document to English and have a German locale. The dictionaries are for when you use the spellchecker and it knows which dictionary to use based on what the text has been set to whether that is a selection, a paragraph, or the whole document.

Set to RESOLVED NOTABUG.
