Problem description:
Bug Submission Assistant tells me in IE11 to active JavaScript, while I never disabled it. Compatibility mode is off, Edge (Standard) mode is on.

Steps to reproduce:
1. Open https://www.libreoffice.org/get-help/bug/ in IE11.

Current behavior:
Shows "Javascript is disabled and this page cannot be displayed. [...]" error and when enabling, fails with JavaScript errors in Developer Tools.

Expected behavior:
Does not fail.

confirming with WIN8.1 64-bit German and IE11

I should add additional information after a chat with Liongold:
* Problem is that the method "attacEvent" was dropped in IE11. This method is caled by JQuery.
* Problem might already fixed in a new JQuery version
* Compatibility Mode in IE11 help either. Layout is looking ugly and method "reduce" is also not supported

Liongold will try to update JQuery later (hoping that this solves the issue)

Liongold fixed the bug by updating to JQuery 1.11 :-)

verified that it works again.
