ORIGINAL BUG TITLE:
VIEWING: Scrollbar missing in report builder after closing properties panel

ISSUE:
See title.

EXPECTED:
Scrollbar if necessary.

REPRODUCING:
When in doubt, please confer to the video.

# Have a small monitor or window size (e.g. 1100x700px).
# Have a LTR language as your Libre Office interface language.
# Edit a database report.
# Select a control you placed in that report.
# Open the properties panel by either right-clicking that control or by clicking the respective item in the tool bar.
# Scroll to get the right most part in view and the left most part of the report out of view. When necessary, increase the size of the properties panel.
# Close the properties panel.

Result: The leftmost part of the draft view is out of view and there is not scrollbar to bring it back.

As an unrelated issue, I'd like to mention the Portuguese text in window's title bar (Oracle report builder). I cannot remember having installed anything in Portuguese. Where does it come from? Java?

Have tested this with many different versions. The horizontal scrollbar disappears, when there is enough place for the content with the shown zoom-factor. But the content itself will not be refreshed to the shown width. This happens with all LO-versions, beginning with LO 3.0.0 beta1. So I set the version to "Inherited From OOo".

You could get the content back, if you change the zoom (View → Zomm → ...) or let the properties appear again ...

My system: OpenSUSE 12.3 64bit rpm Linux.

Bug still exists with LO 5.1.0.2, OpenSUSE 42.1 Leap, 64bit rpm Linux.

Bug still exists with LO 6.0.5.2, OpenSUSE 42.3 Leap, 64bit rpm Linux.

Now it tries to refresh the content to show the whole content when scrollbar isn't needed. But the "refreshed" content isn't chosable by the mouse. Only the old (uncomplete shown) content could be chosen - and this is the old bug.

4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
