In reality, this option do nothing. I suggest to remove it from list of available file formats.

David Tardon committed a patch related to this issue. It has been pushed to "master": http://cgit.freedesktop.org/libreoffice/core/commit/?id=be45f378d5a888efeceed54ba53ac61c4dd3f2b8 tdf#85195 only check export formats for default format It will be available in 4.5.0. The patch should be included in the daily builds available at http://dev-builds.libreoffice.org/daily/ in the next 24-48 hours.
