this is an old annoyance I've encountered from OOo era which persists in current LibO releases and master branch (last tested on tonight 188.8.131.52 daily build)
when you are in the process of assigning a macro to a custom toolbar button LibO freezes for 2 seconds.
Tools --> Customize -> Toolbars --> Add --> My Macros
I notice a transitory freeze of 2 seconds before the "My Macros" will expand.
you can only appreciate this if you have a long list of macros (I have more than 100) and you are on a slow computer (the test has been done on a 5 years old laptop)
it's a minor annoyance I know, but there's probably some sill underlying performance issue to do such a simple action
For me not reproducible with LO 184.108.40.206, Win 8.1.
Reproduced on a fresh user profile with no macros, actually took 5 secs. Setting severity to trivial, although the delay might cause the user to punch their computer in desperation.

If you want to do more to help you can test to see if your issue is a REGRESSION. To do so:
1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3)
2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to "inherited from OOo";
4b. If the bug was not present in 3.3 - add "regression" to keyword

I confirm it's not slow anymore with LibO 18.104.22.168
