When an image is clicked in impress, the line and filling toolbar is hidden and replaced with the image toolbar. The image toolbar only has 4 buttons not already present in the line and filling toolbar, so it is best that the image toolbar be shrunk to just those 4 buttons and shown and hidden when an image is selected.

So here is a screenshot of how the new image toolbar would look if it was placed next to the line and filling toolbar, but it would not appear by default in this location. It would appear to the right of the drawing toolbar at the bottom, similar to the extrusion toolbar.
