With this version, it's not possible to create a new pilote table.

The option since 5.1 is in Menu/Insert/Pivot table.

Resolved as not a bug, please if you are not agree, reopen it.

(there will be an extra menu entry in the Data menu. See https://bugs.documentfoundation.org/show_bug.cgi?id=91820#c54 )
