In my opinion it would be desirable, if - provided that possibly - the size of the place for the announcement, it is in width or in line number, automatically and dynamically of the text amount into respective language adapts.
Indeed, when I tried to install after setting German locale, the text ended with "und ..." for me (Windows 7, no display scaling). I don't know if the installer can be made more flexible, alternatively the text could be shortened to fit in most cases.
I shortened the text, so it should be read completely now. It will appear in 5.1.5.1 as well as in 5.2.0.2.
