Short example to test

Captions aren't editable anymore when a frame of a picture is anchored "As character".
It works in 5.1.4, so it is a regression.

I can confirm this bug with
OS: Debian Testing AMD64 (therefore changing hardware to "x86-64 (AMD64) All")
LO: Version: 5.2.0.1
Build ID: fcbcb4963bda8633ba72bd2108ca1e802aad557d
CPU Threads: 4; OS Version: Linux 4.5; UI Render: default; 
Locale: de-DE (de_DE.UTF-8)
(parallel installed, following the instructions from https://wiki.documentfoundation.org/Installing_in_parallel/Linux)

As I can confirm it, I have also changed the status to "New". If I did something wrong, feel free to change it back ... ;)

I have confirmed this bug in v5.2.0.4 (released version) on Mac OSX, Linux Mint 17.3, and Windows 10. Almost all of the illustrations in the user guides are anchored "as character", so this is a big nuisance when updating the guides. My workaround is to change the anchor of the frame to one of the other choices ("to character" or "to paragraph"), edit the caption, and then change the anchor back to "as character".
