This only applies to Windows’ “Classic” visual styles, which have been explicitly obsoleted since the 2012 release of Windows 8. (The other visual styles, including the default ones, already have a “smooth” (continuous, rather that blocky) progress bar, although it doesn’t move like one). Given that we aren’t going to support XP anymore beginning with the 4.3 series, and that Vista, with its negligible market share, is now unsupported as well by Microsoft, the only supported Windows version with this kind of themes is 7. This is why this request gets the lowest priority, and I don’t think that anyone should spend time investigating how to recreate the “smooth” effect in VCL for Classic visual styles.
