Steps:
1) Open a document
2) Add a comment
3) Click down arrow in comment > Format all comments
4) Change font name and size (e.g. arial 9pt)
5) Add another comment
6) Deselect the comment and then click the down arrow in that comment
7) Notice that it selected the changed font name and size from the first comment
8) Click OK
9) It doesnt change the second comment's font

Between 6 & 7 going to "Format all comments", I verify that it shows the changed font in the dialog, BUT after I click ok it does change the comment text.

So it seem it doesnt happen with all files, but it does with the attached file.

This DOCX looks old format 2007, if saved as new version it's OK.
Confirmed with 2207 DOCX from Bug 31914.
Problem exists only if the same comment format confirmed, if changed again it's OK.
Solving Bug 102950 would hopefully fix also this one. 
I guess this bug is not worth looking at.

4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
