When I try to select 'External SD', I get a momentary warning about an 'Invalid root file' and the directory display doesn't change. I don't believe this Nexus tablet can accept an external SD card, so that might be the expected/desired behavior (at least for my hardware). Yes, other apps can access my files stored on my external sd card. Try to select External Card from Storage Provider Settings in settings menu.
Mert Tumer committed a patch related to this issue.
