I am not sure which word count is flawed, whether it is the one at https://www.whitehouse.gov/contact#forall-iframe-embed-2, or the one in the attached document.

Who is going to take care of the communication as they might mistake me for a hacker, please?

Hello Jonathan, *,
what do you mean with "flawed" in the bug's title? On my system with

OS: Debian Testing AMD64
LO: Version: 5.1.5.2
Build ID: 1:5.1.5~rc2-1
CPU Threads: 4; OS Version: Linux 4.5; UI Render: GL;
Locale: de-DE (de_DE.UTF-8); Calc: group
(Debian's own version)

but also several parallel installed versions (following the instructions from https://wiki.documentfoundation.org/Installing_in_parallel/Linux) back to

LO: Version: 5.0.4.2
Build-ID: 2b9802c1994aa0b7dc6079e128979269cf95bc78
Gebietsschema: de-DE (de_DE.UTF-8)

just show zeros instead of the number of words, characters and all other entries ... :( Are you sure that this has worked for you in older versions of LO? Which operating system (version and architecture) are you using? If you could answer this to this bug, I would change its title and the oldest version, with which this bug is reproducible. The last one where word count worked (from the parallel installed versions which I tested so far) is

Version: 5.0.0.5
Build-ID: 437e4abdf9e72fd0a6e6f8697a0e659bc77f9b10
Gebietsschema: de-DE (de_DE.UTF-8)

... It would be nice, if you could answer my question, so we could find hopefully a dev who could fix this bug ... ;)

I will set the status to "Needinfo". After answering my questions, feel free to change it to either "Unconfirmed" or "New" ... ;)
Have a nice afternoon
Thomas.

Well the word count bug after loading docx was fixed in v5.2, but not in v5.1. See bug 94570.

Well let's start with the definition of a 'word', is it one that is separated by a space?
