The properties window can't be shrinked below the space needed for the controls. But If a shrink - for example - the Writer Gallery to a very small position, it will also affect the properties window too.

Steps to Reproduce:
1.Open LibreOffice
2.Go to tab bar --> open properties deck (take notice of the size)
2.Go to gallery deck and shrink it to relatively small position
4.Switch to the properties deck

Actual Results:  
Shrinking narrower than the space needed for the controls

Expected Results:
Respect established minimums
