I can't see the circular arrow with MSO Word 2010 neither so I'm not sure if this can be considered an issue. Do you know how the document was created?

Example file

I'm changing the example file. This one I created myself with Word 2003 and Microsoft Open XML Converter. It's isn't exactly the same, but it comes close.

When opening with LibreOffice I only see a line on top of the page. It could be a dupe of bug 104420

The example file saved as compatible docx with Word 13

Saving the original file in Word 2013 changes it a bit so that Writer can open this VML shape fine.

Only if we don't wish to support "Word 2003 and Microsoft Open XML Converter" as generator per comment #3 :)

We are fine with that.
