I can't see the circular arrow with MSO Word 2010 neither so I'm not sure if this can be considered an issue. Do you know how the document was created?

It's isn't exactly the same, but it comes close. When opening with LibreOffice I only see a line on top of the page. It could be a dupe of bug 104420
