Installation could not access c:\Windows\Microsoft.net\Assembly\GAC_32\cli_cppuhelper\V4.0_1.0.22.0_ce2cb7e279207b9e\cli_cppuhelper.dll.

Upon search, file was found but on retry, same error came up.

Please what is the LibreOffice version and the Operating System?

Are you installing with administrator rights?

OS is Windows 10, Libre Office update LibreOffice_5.2.3_Winx86 Windows Installer downloaded yesterday and I am the System Administrator with all rights. I've had this problem on earlier 5.2.3 downloads but 5.2.2 upgrades work exactly as they are supposed to.

I run IOBIT's "AdvancedSystemCare 10" which checks for registry problems. However, I've been running Advanced System Care and "Libre Office" for a couple of years and "Open Office" for many years and this problem just popped up with the latest upgrade to "Libre Office".

Try to uninstall the whole LibreOffice and then do a clean reinstall.

LibO 5.2.4.2 is out.
try installing it and tell if issue is gone (then change status to RESOLVED WORKSFORME) or persists (revert it to UNCONFIRMED)
