Description:
When changing locale with ru_RU on en_US, when OS user name in Russian, libreoffice ceases to run, says, "Cannot create a folder - invalid path." If the operating system the user has the English name of this problem does not appire.
Windows 10 64bit  Libreoffice 5.2.3.3 or 5.2.4.1 RC

Steps to Reproduce:
1.Change locale operation system ru_RU - en_US
2.Reboot
3.Open Libreoffice

Actual Results:  
1.Change locale operation system ru_RU - en_US
2.Reboot
3.Open Libreoffice

Expected Results:
Don't open Libreoffice  5.2.3.3 or 5.2.4.1 RC

IMHO, it is problem of Windows 10 and not a bug of LibreOffice.
Such problems there are with RU Windows 10 and many game now. If user name include Cyrillic symbols, then game don't work or don't save of state
