I cannot reproduce a similar behavior.
Please attach an example document where it behaves like in your video.

Set to NEEDINFO.
Change back to UNCONFIRMED after you have provided the document.

When I forget to move the paragraph to the next page, and I have applied for the title style (Heading 3, or other). So, after using the Enter key on the next page, make a gap, which is then more difficult removal.

It's a small thing, but it's annoying.

I went to the line before MELANCHOLY. I hit enter until MELANCHOLY dropped to the second page. I am seeing no gap like in your video. I also tried another way, making a new heading 3 below the melancholy part and dropping it to 2nd page, but no problem.

With this file I can reproduce the jumping of the empty paragraphs.
I went to the line before NERVOUSNESS and started hitting enter. Finally it jumped to the 3rd page with 17 empty paragraphs.

Argh, I made a mistake describing what I did. I actually went to the same line as NERVOUSNESS and then hit enter.

But now I realized this is because the Heading 3 style has Text flow - Keep with next paragraph. So you have many solutions to solve the problem. Either untick the option or use some different style to make the empty paragraphs
