Description:
Clicking buttons on the notebookbar temporarily prevents the ruler toggle keyboard shortcut (default is Ctrl + Shift + R) from working.

Steps to Reproduce:
1. Enable notebookbar
2. Create a new writer document
3. Click a button on the toolbar (such as the "Save" button, but many others are bugged as well)
3a. If you clicked the save button and a dialog comes up, either save the file or close the dialog by clicking "Cancel".
4. Use the keyboard shortcut to toggle the ruler (Ctrl + Shift + R by default).

Actual Results:  
The user must click inside the document area in order to make the shortcut work again.

Expected Results:
Ruler toggles.


Reproducible: Always

User Profile Reset: No

Additional Info:
This may be a problem with other keyboard shortcuts as well.

Yep, it opens Remote files for me. This is contrary to the normal behaviour..
