Reduced version of original Word document.

On opening a Microsoft Word document, the paragraph numbers are incorrect. In the original document the paragraphs are numbered 1,2,3,4 but when opened in LibreOffice the paragraphs are numbered 1,2,1,3.

This can be seen in the attached document.

Repro with 6.4+ as of today.

repro 7.3+
Paragraphs 1,2,4 all use LFO 0x11, while paragraph 3 uses LFO 0x12.
These two share the same listId 0x35e01e11, so this is an example of a numbering format override.
