Example pptx with Large Bullets

Steps to Reproduce:
1. In PowerPoint create a list with a picture bullet
2. Increase font size
3. Save as PPTX
4. Open in Impress

Expected Results 
Large picture bullet list, same as PowerPoint or PPT import

Actual Results:
Bullet list with tiny icons.

PPT importer correctly scales the icon size.
