Only in witer I cannot use Ctrl Alt 5 to acces €-sign.

It also not available in the characterset.

I can type it with Alt + E.
Which version of LibreOffice and language are you using?

<Alt>+0128 on numeric keypad will work in all Windows locales, as will our Unicode toggle entry "U+20ac" -> <Alt>+x

Any font in use will fall-back to an installed font that provides the glyph.

The <Ctrl>+<Alt>+5 is a MS Windows localization that LO may or may-not pass through--probably not and I would not expect it to.
