While using notebookbar in writer and try to open existing .odt file to edit the menu bar (File Edit View Insert..etc) is disabled.
Using Ubuntu 14.04.5.
Steps to Reproduce:
1.Open New Writer file
2.Go file,open,select existing .odt file
3.After file is opened menu bar disappear.
File open to edit but menu bar is disabled
File open to edit and menu bar is activated
User Profile Reset: No
User-Agent: Mozilla/5.0 (X11; Ubuntu; Linux i686; rv:52.0) Gecko/20100101 Firefox/52.0
Only Hidden with the "Tabbed" view MUFFIN mode of the Notebookbar.
By design. Toggled on the Tabbed view from the configuration tab.
Bug 90195 is open to assign a shortcut (probably F10) to toggle the Main Menu visible when hidden by default.

I check default Tabbed view and found main menu is active, (Attached snap).
However issue resolved for me by changing Notebookbar view to Contextual groups, then select again Tabbed mode and now main menu is active.

Not disabled, just hidden

No it is designed to be hidden in this MUFFIN mode of the Notebookbar.
It can be toggled visible from the "three bar" configuration button "Menubar" button. The setting is stateful and is recorded to user profile, if set visible it remains so until it is hidden again from the "three bar" configuration.
Bug 90195 remains open to provide keyboard shortcut to make the Main menu visible when it has been hidden.
