Open the test file.
In Word it has a background image with brightness/contrast set.
Opening in Writer, it is 100% 'solid'
  ( You can get the pictures context menu, using Navigator, clicking
    WordPictureWatermarkxxx, then F6, F6, ESC, Shift+F10 ... )

Will attaching the test docx file.
And an image showing settings in Word.

after saving and reopening in Writer, it is a 'normal' image, of which transparency can be set in the image toolbar.
