Description:
Cosmetic: Splash screen progress bar is flickering and progress bar is restarting multiple times after resetting setting in safe mode

Steps to Reproduce:
1.Open Libreoffice
2.Select Help -> Restart in safe mode
3. Select reset to factory settings

Actual Results:  
Splash screen progress bar is flickering and progress bar is restarting every time

Expected Results:
No flickering


Reproducible: Always

User Profile Reset: YES

Does the same happen when you start LO for the first time (try moving/deleting your user profile)?

No, its only happening going to and exiting from save mode. It's (seems to be) only noticeable with extensions (dictionary's). 

Scenario 1
1.Open Libreoffice
2.Select Help -> Restart in safe mode--> Splash Screen is reappearing three times. Last one is only a flash. First two take a while; seems to load everything twice

Scenario 2
3 Restart from Safe mode to Normal Mode -> Splash Screen opening twice and but second time seems faster

Scenario 3
1. Open Libreoffice
2. Select Help -> Restart in safe mode
3. Select reset to factory settings (with both check-boxes checked)
Splash Screen is reappearing four times. Last one is only a flash. First three take a while; seems to load everything three times
