Description:
The use of 'centimeters' (your American spelling) is not normal procedure for drawings of small items. A choice of either millimetres (correct spelling) or centimetres would be good. Can you also stop Draw changing ALL the text on a drawing when only 1 text box is actually selected? Most annoying, or am I doing it wrong? I note most American-based software using measurements don't offer mmm as an alternative.

Just start any drawing or add dimensions to anything in Draw.

No steps needed.

It is up to you to set the desired unit. Go to menu "Tools", item "Options", sections "Draw", then "General". Find the drop-down list "Unit of measurement" in the part "Settings".

By the way, there is no need to scare-quote American spellings (which is not “ours”). You have the choice to use the British localization!
