Steps To Reproduce:

1. Write a simple paragraph;
2. Press ENTER to create one or more empty paragraphs;
2. Insert an image;
3. Anchor the image As Character;
4. Press ENTER again to create one or more empty paragraphs;
5. Export the file as XHTML.
6. Open the exported .html file using Firefox.

Repro. The empty paragraphs under the image are gone.
