In a RTF file that I have, the table is not properly handled.
I attached an example file to this bug.
Like you can see, all tables are well displayed except the "Technologie" table.
This bug appears on master.
All others tables display well since this commit: https://gerrit.libreoffice.org/#/c/32679/
Before, others tables were not well displayed too.
I can confirm with Version: 220.127.116.11.alpha0+ (x64)

If you want to do more to help you can test to see if your issue is a REGRESSION. To do so:
1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from http://downloadarchive.documentfoundation.org/libreoffice/old/
2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword

This was actually fixed in LO 22.214.171.124, at least the Technologie table not having borders, changing status to WFM.
Mike, if you're still seeing some kind of issue there, please open a separate bug report on that.
The diagram at the end has been missing the lines since the following commit in 7.0:
