There is no obvious way to move the comment box up to view the entire comment. Instead, I clicked on modify comment just so I can read it.

When opened in desktop LibreOffice, the comments are moved up to fit since there's enough space above. If the comments occupy more than the space beside the page, then the size of comment boxes are evenly reduced so they fit along the page.
I am pretty sure this was fixed by Henry lately. I am not seeing this in current master.
