Description: When multiple instances of Writer are open, the notebookbar only shows in the instance that has focus. If the focus goes to another writer window, the notebookbar disappears, and appears in the instance that has focus. When the focus changes to a non-writer window this does not happen. Could you please try to reproduce it with a master build from http://dev-builds.libreoffice.org/daily/master/ ? You can install it alongsidethe standard version. I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the master build

This bug has been fixed in version 6.0.6.2 (Build ID: 1:6.0.6-0ubuntu0.16.04.1). Perhaps also in earlier versions, but I just noticed =)

Setting to RESOLVED WORKSFORME as the commit fixing this issue hasn't been identified.
