Since the libroffice version with Mailmerge splitted in 2 parts,
it's no more possible to edit an individual merged document before to save print or email
you can choose several operations
"edit document", "save merged document", "print merged document", or "email "
if you edit individual document, you can save it, but you can't use the modified documents
when you run email print or save merged documents ,
mail-merge function, creates new merged documents , without taking in account modifications you have done with "edit individual document" function
On which LO version are you?
FYI, last stable one is 5.3.6

When reporting a bug, you are obliged to write exact experienced and expected steps. By writing expected steps you also control yourself.
What you described/experience is true, but your expectations are not possible.
If you edit individual document, you can save it but it's unrelated to mail merge. It's not possible to re-use it again in mailmerge logic, but you can print or save it.
If you need changes to all letters/mails, you can make them in the basic document.
If you don't agree, or it's not what you asked for, please be specific and explain exactly steps you expect and use case you have.
Note: I'm not a developer, but it doesn't make sense to ask them this at all, because mail merge doesn't work like that.

before 5.3 version, it was possible to modify an individual merged document before to send it by mail, (in the attached document, the second one has been modified)
since 5.3 version, when you ask to send by mail, it run the creation of merged documents and automatically send results by mail,
so it's no more possible to modify
Thank for for a follow up but it's still not clear what you do and and what you don't have.
in previous versions, with mailmerge, after the records was created, you could modify one or several records and send modified and not modified by mail
in current version, it's no more possible
when you click on "send merge documents by mail", it will generate new merge documents just before to send them
Please don't change status. "Reopened" is when there was fix which doesn't work.
This one wasn't confirmed at all.
At most it could go to "Unconfirmed". But even that could come only if you write expected steps I asked few times.
Up to 5.2. we had commands:
Save starting document
Save merged document
Print merged document
Send merged document
From 5.3. we have different logic, no more 8 steps but 5, and commands are in toolbar. We still have "Save merged", "Print merged", "Send (merged) e-mail". We only don't have "Save starting document" which doesn't make sense, because you can save the document via Save as.
Point of mail merge is to send merged doc. What you request to send not modified doesn't make sense to me.
Even in 5.2 you had only "Send merged document" not "Send starting document".

Not at all, my request is to have the possibility to manually add comments (e.g. special salutation)to one or several generated records before to send all the records by mail
It was possible before version 5.3, with the step : change individual record,

you can change an individual generated record, but only save the manually changed merged doc, not send the result by mail
You are persistent in replying and in not writing steps. I guess it's like this:
1. Use Mail Merge Wizard (or just Mail Merge toolbar from LO 5.3)
2. In step 2. "document type" select E-mail (optional)
3. After 5-step wizard is finished (or field is inserted from Mail Merge toolbar), press "Edit Individual Documents" on Mail Merge toolbar to personalize messages
Actual: new document is open so not obvious how to send e-mail messages
Expected: "return to Mail Merge" like up to LO 5.1
Solution: when new document is open with "Edit Individual Documents" it still has Mail Merge toolbar to proceed with "Send (merged) e-mail".
In 5.2. and on, there should be no need to "return to Mail Merge" because you can use Mail Merge toolbar.
So, when new document is open and personalization done, you need to turn on View-Mail Merge toolbar and then use "Send (merged) e-mail". If it works, problem is just showing Mail Merge toolbar.

problem is when you have the "mail merge" tool bar available
I have tried your solution , "Edit individual document"
in the new open document , I made modifications, then "view Merge Mail tool bar "
and click on "send by mail"
BUT this is not the solution because it send n time the same message to the n mail adresses
and not each page to each mail adress
I'll put to New based on previous comment. I didn't test myself due to lack of available mail server. So I kindly ask others to test.

it seems that it's an architecture problem,
When the "mail merge" toolbar becomes available, merged documents are not yet created, they are created when you clik on one of the boutons of mail merge toolbar without possible manual modifications
